The Oil Response Company of Australia Pty Ltd (ORCA) was established in 1996 in direct response to the downsizing and privatisation occurring in certain agencies with marine environment protection responsibilities.
The ongoing downsizing of agencies, combined with the increasing loss of experienced personnel, was seen to pose a significant risk to the ability of agencies to deal with marine pollution incidents.
An opportunity was identified for ORCA to be in a position to assist and support these agencies through the provision of suitably trained personnel. ORCA therefore employs highly skilled and experienced personnel capable of providing maintenance services, spill response training and response capabilities including trained and experienced incident command centre staff on a contract basis to meet the specific needs of clients.
ORCA is now the largest private provider of contract spill response training and oil pollution equipment maintenance services in Australia. The company is based in Victoria and has expanded its training and maintenance services to the point where it now has an Australia-wide client base and also provides services to overseas clients.

Certifications and Qualifications
ORCA staff are from many diverse backgrounds and have extensive experience in oil spill response, planning and management.
ORCA has certificate of compliance with Australian Standard AS/NZS 4801:2001 & OHSAS 18001:2007 Occupational Health& Safety Management Systems.
ORCA is a member of ASTM International and has voting rights on their F20 committee. The F20 committee has jurisdiction over more than 20 standards relating to the manufacture and use of oil spill response products. The F20 committee develops and reviews these standards.

- Science Degree
- Certified Quality Auditor
- Degree in Occupational Health and Safety
- Master Mariner Classes 4 & 5, and
- Trade certificates (motor mechanic, diesel fitter, blacksmith and shipwright)
ORCA’s CONSULTANCY DIVISION
- A team of highly experienced senior level personnel with a wealth of knowledge and expertise across the entire marine pollution spectrum provide further support and input to ORCA’s consultancy division.
- In addition to its routine operations ORCA is able to provide consultancy services throughout the country.
