The Oil Response Company of Australia Pty Ltd (ORCA) was established in 1996 following the Victorian Government’s Policy supporting private sector involvement to achieve competitive, efficient and cost-effective port operations.

With Government and industry downsizing, the need was identified to maintain suitably qualified personnel to provide response capabilities should the need arise.The loss of experienced personnel could post a significant risk to the nation’s ability to deal with major pollution incidents.
