Captain Peter Hinksman is a former Master Mariner who sailed with BHP and ASP Ship Management at deck officer levels from cadet officer through to Master during his seagoing service. His experience includes sailing as Master and Chief Officer on bulk, product tanker, ro-ro, chemical, container and scientific research ships.

Captain Hinksman is a Marine Consultant with ORCA.

After leaving the sea in 1995 Captain Hinksman worked ashore with the Port of Melbourne Authority, Port of Melbourne Corporation, Victorian Channels Authority, Gippsland Ports and the Port Phillip Sea Pilots in positions that included Navigation Services Superintendent, Navigation and Environmental Manager, Deputy Harbour Master, Harbour Master and Waterways Manager, and Service and Security Manager.

Captain Hinksman has attended a range of specialist spill response training courses including advanced on-scene coordinator, oil spill response incident control system, oil spill response operations and shoreline response. He has responded to numerous Tier 1 incidents and is familiar with all spill response issues, including incident control, liaison with government agencies and affected companies and the media.

He has also completed Lead Auditor/Auditor Training for ISO 9001 QMS & ISM and Lead Auditor/Auditor Training for ISO 14001 EMS and 18001 OH&S courses.

Captain Hinksman’s employment history and associated responsibilities from 1972 to the present have provided him strong communication and interpersonal skills; well developed research and writing skills; strong project management skills; familiarity and knowledge of Quality Assurance (QA) and Total Quality Management (TQM) requirements and excellent administrative and computer skills. His many years of experience in the maritime industry have provided him the ability to make well reasoned decisions and judgements to suit circumstances.

During his employment with ports and the Port Phillip Sea Pilots he was involved with undertaking and participating in numerous risk assessments. Such work has been of particular assistance and continues to be when developing Pilotage Safety Management Systems.

As a former professional mariner and Harbour Master Captain Hinksman brings a demonstrated high level of spill response, navigational management, risk assessment, QA and TQM knowledge and experience to all client services that he provides on behalf of ORCA.

Peter is a member of ORCA’s oil spill response Incident Management Team (IMT) that is available nationwide to provide support to government and industry agencies affected by a major oil spill.
